WATERWORKS RATE POLICY

The waterworks rates were adopted by Bylaw 2021-04, April 1st, 2021 and approved by the Saskatchewan Municipal Board Local Government Committee August 5, 2021.

Schedule "A" to Bylaw 2021-04 identifies the water and sewer rates currently in place. As per the bylaw, a rate increase became effective January 1, 2022 and a further increase became effective January 1, 2023. The rates established by that bylaw remain in place and will continue until such time as Council deems it necessary to adjust rates to ensure the waterworks system is self-sustaining.

The intent of the waterworks policy is to provide water and sewer services to residents that are affordable and self-sustaining. The established rates allow for excess revenues above expenses to be deposited in reserves.

WATERWORKS CAPITAL INVESTMENT STRATEGY

Due to the fiscal position and aging infrastructure of this small urban municipality, capital investment is a matter assessed periodically throughout the year. Sustainable water and sewer services are only possible through an annual review of rates and the growth of the investment fund. Safe drinking water is the priority of the municipality and this issue is addressed on a regular basis. Ongoing replacement of capital items in a timely manner as opposed to a reactive strategy is this Council's goal. Limited financial resources impede progress to some extent, however Council remains vigilant in ensuring continued progress in infrastructure replacement. There is no demand for any expansion to the system and as such Council's focus remains on sustaining the current infrastructure.

Routine updates are accomplished through the general revenue fund, while larger upgrades are financed through the reserve fund and, where available, federal and provincial infrastructure funding. This places great importance on the continued growth of the water reserves. As per Schedule "B" to Bylaw 2021-04 an infrastructure fee has been in place which is added to the reserves on an ongoing basis to maintain a reserve account for capital investment required for the waterworks.

CAPITAL PLANS

Water treatment plant upgrades are underway under the Investing in Canada Infrastructure Program (ICIP project 20220024), with $459,739 in construction costs incurred to December 31, 2025. Eligible costs are cost-shared at 73.3333%, with the Village's share funded from waterworks reserves. The project has been extended to 2027. Project details are available for inspection at the Village Office.

WATERWORKS AGREEMENTS

There are no current agreements in place respecting the provision of municipal waterworks services.
